Clause 7 — ICT with video capabilities

Clause 7 applies to ICT that delivers video content — media players, streaming platforms, video-conferencing tools, digital signage with video, and similar.

What it covers

  • Captions — the product must be able to process and display captions for prerecorded and, where feasible, live video.
  • Audio description — support for an additional narration track describing key visual information for people who can't see the video.
  • Sign language — where sign-language interpretation is provided alongside video, the player must be able to display it without obscuring other essential content.
  • User controls — captions and audio description must be selectable by the user (not forced on or off), and player controls themselves (play, pause, volume, caption toggle) must be operable and perceivable.
  • Synchronisation — captions and audio description must stay in sync with the video and audio tracks.

Who this applies to

Any product where video is a delivered content type — this sits alongside Clause 9 (Web) for browser-based video players, and Clause 11 (Software) for video playback inside native apps.
